I just use Create %#Channel With IRC you typically join the room which creates it, then you set all the settings you want. Topic, Language, Category, owner key, limit, etc.

You would have to keep A nick in the room to keep it open whether its your nick on a script or one using webchat. And once your room is empty you would have to create it all over again.
