Ok, this is the basics of the basics, its the first thing I ever learned about IRC.
First go to your remotes, make a new one name it whatever.mrc and put the following in it:
on *:join:/msg $chan Welcome $nick
That just might work but im only 50% sure, Ill check later.
Now for the botalk, theres no specific file for it, its just a file, so just look threw them until you see one that should look like bottalk. (also try bottalk.txt)

$+ is used when mIRC default/custom aliases/identifiers are used. For example
on *:JOIN:#:{ msg # Hello $nick $+ , welcome to the room. You joined at $fulldate $+ :) }
So, since $nick and $fulldate are a custom identifier, $+ must be used if you want something immediately following. (IE: , . ! etc etc) If you look through a script, and see anything that has an $ on it, it is identifing a custom alias or a mIRC identifier. Personally, I use $ for my identifiers. Some people use /. Glitch, your code would'nt work because you forgot your channel identifier.

there is a passport updater built into it, with vincula options, works completely fine. you shouldn't need a to use any other passport updater with it. and when you view the room list, it shows up blank because its something in the DLL. to fix this problem, just resize the window slightly, and the image will appear infront of your eyes.
