Kernell32.Dll Error

Would anyone have any idea why mIRC is giving me a Kernell32.Dll error on startup. Didn't start having this error untill recently. It will give that error about 10 or 15 times before it finally lets me open the script up. It usually gives that error about 50% of the time. Sometimes it gives the error then sometimes it doesn't. . Ran maintenance wizard, Cleaned files, deleted cookies, defragmented, scanned disk and all but still get the error. Any help on this would be greatly appreciated.

A few years ago, on our old windows 98 we had to replace that dll, and it fixed the errors that were happening on IE and also mIRC.
