That would be mdx.dll.. You have to make where the chat is displayed a button and then set it to a window using mdx.. then you have to grab $window(@..).hwnd to put that window in the dialog.. Don't ask me about details on how to do...

might want to check your on *:quit:, *:join:, *:part, etc etc etc.. Lots of people get those when they add a :#: to the end of a wrong action trigger..
