You would have to probably whois the room to get a idle time or you use a timer to set the username to 0 everytime they do something in to the room. Like set %idletime $+ morph3us 0 and a timer starts like /timer $+ $nick 0 1 inc %idleti...
I use Norton aswell. I dont have any probs with it. But most of the time i cant get info on the outbreak alert caue it says I'm not connected to the net. That doesnt bother me cause i can just visit the site and look there I use Mcafee...
I have seen other people do it a few time. They changed their groups nickname. But after awhile they couldnt do it. I think you should be able to chage the nickname. Thats why there is so many users using scripts now...
majority of flooders are subscription chatroom. Not to mention the damn kids hijacking groups chats

simply just keep banning them and set the groups to admin approval then you shouldnt have a problem
